How to put 20v into KE70?
Many websites have publish many good articles about it, therefore please feel free to refer to them. The following two is my favorite: -

OK, the summary of them plus my own preferences: -
Change the ECU to standalone, those that can run Direct
Ignition System (DIS), using Coil Over Plugs (COPs) and program the stand-alone
to read the existing distributor as a crank trigger sensor and a cam trigger
sensor at the same time. You'll need a 4 channel igniter for the 4 COPs.
Since the distributor will be used as a crank cam sensor only, the cover for
plug cables is not required and may be removed permanently. Make a new cover to
prevent water from going in. This would approximately reduce 2 inches or more
and just about clear the firewall.
Simple stand-alone may not run DIS but twinspark instead, these are not
sufficient, although technically you could wire the individual COP to spark
double cylinders. This is highly NOT advisable as these coils are small and will
suffer from saturation due to lack of charging time.
Remove the 20v head from the block and perform the
drilling operation as described by Toy Mod's PDF.
Use a 16v head gasket and change the water routing method completely.
Use the 4A-G older water pumps which routes the water into the block first at cylinder 1, then coming out of the head at cylinder 1 also.
